The Affordable Care Act (ACA) expanded coverage to thousands of Rhode Islanders, reduced costs, drove reform of the health care delivery system, and provided thousands of Rhode Islanders with the peace of mind that health insurance will be there for them when they get sick.

For so many Rhode Islanders, the Affordable Care Act has been a landmark achievement – designed to ensure every person, regardless of their gender, age, or pre-existing condition, would have access to affordable health care. That is why David has fought against efforts led by President Trump and Republicans in Congress – even in the middle of a public health crisis – to undermine and terminate the Affordable Care Act, which would drive up premiums and deny care to those with pre-existing conditions.

David believes we need to build on the successes of the Affordable Care Act and fix what doesn’t work. At the same time, he’s worked with colleagues to reign in the cost of prescription drugs, curb the opioid addiction and overdose crisis, keep healthcare affordable to seniors, and invest in vital research to find a cure for Alzheimer’s, cancer, and other debilitating conditions.

David is working hard every day to ensure more Rhode Islanders have access to affordable health care. He has:

  • He introduced the Creating and Restoring Equal Access to Equivalent Samples (CREATES) Act, which was signed into law and makes it easier for consumers to access lower-cost generic medication.
  • He led over 140 House Members in urging the Food and Drug Administration (FDA) to end the blanket three-month blood donation deferral period for men who have sex with men (MSM) and transition to an individual risk assessment to determine donor eligibility.
  • He helped Democrats pass the Affordable Insulin Now Act, which would cap out-of-pocket costs for insulin at no more than $35 per month in Medicare Part D and commercial insurance.
  • David is a cosponsor of the Medicare For All Act, legislation that expands the successful Medicare program and ensures every American has guaranteed access to health care.
  • Worked to expand access to mental health care for children by supporting legislation to provide federal funding for school-based services and legislation to integrate behavioral health care into pediatric primary care.  David believes we must make mental health care and mental health parity major priorities as we continue to expand health care to all Americans.
